Frank Till - Executive Director
Frank Till is the Executive Director of the St. Joseph Safety and Health Council. Prior to his employment with the Safety Council, he was a Law Enforcement Officer for 37 years. Serving with the St. Joseph Police Dept., the Buchanan County Drug Strike Force and ending his career in Law Enforcement as the Chief of Police at the Village of Country Club MO.
Frank has served on the Missouri Narcotic Officers Association Executive Board for over 25 years and has taught classes to Law Enforcement Officers and Community groups across the United States. In 2018 Frank was hired as a part time Instructor for Federal Resources (now NOBLE) where he instructs various classes on illegal drugs and drug testing equipment.
Frank oversees the Safety Councils Occupational Safety Programming as well as the Occupational Member and Community Outreach, fundraising opportunities, and the day-to-day operation of the Safety Council.
Kim Bottorff -
Office Manager / Probation Officer
Kim Bottorff joined the Safety Council in May, 2022. Three years prior to her employment with the Safety Council she was the Executive Administrative Assistant at a local Non-Profit organization, the 13 years before that, she was employed with the State of Missouri, Division of Youth Services at Riverbend Treatment Center as an Office Support. Kim is very family oriented. She resides in Wathena, KS with her husband Mika; together they have four adult children and seven 1/2 grandchildren.
Kerri Krumme joined the Safety Council in December 2023. Three Years prior to her employment with the Safety Council she was the City Clerk for the Village of Country Club, 13 years before that, she was employed with Buchanan County, Assessors Office. Kerri is very family oriented. Kerri and her husband Levi live in Faucett, MO. Together they have three adult children and three grandchildren.

George Albert
Occupational Trainer
George Albert is a retired Fire Chief, Emergency Management Director, and Region H Training Coordinator. George has decades of experience and is ready to train employees to meet OSHA standards. He holds an instructor certificate for Hazardous Materials Awareness and Operations, Confined Space, and an Emergency Management Certification.
George was awarded the University of Missouri Fire and Rescue Training Institute Instructor of the year award for 2022/2023.
Lisa Doyle
SATOP Coordinator
WIP & OEP Instructor
Lisa Doyle has a Masters degree from the University of South Dakota, Vermillion, SD, Community, Agency, and School Counseling, 1996. She has been a counselor and trainer for over 30 years, having been self employed in private practice since 2007. Lisa is the Substance Awareness Traffic Offender Program Coordinator as well as the Weekend Intervention Program Administrator and Counselor. She has been a part of the St. Joseph Safety and Health Council since 2015. Lisa is also certified as a Kansas certified substance abuse counselor, Missouri certified substance abuse counselor and clinical supervisor, Certified Anger Management Facilitator and Domestic Violence Batterer's Interventioni, cognitive behavioral therapy life coaching. She is an International Consortium Reciprocal Counselor and a Substance Abuse Professional for the Department of Transportation.
Lisa has been an a college professor for 20 years as well, earning several teaching awards, including:

Eugene Felling
SATOP Counselor
Gene Felling has been in recovery for over 4 decades. He currently holds 6 certifications with the Missouri Credentialing Board, including Substance Abuse Instructor for the SATOP program. He has been teaching the Offender Education Program and partnering with Lisa to teach the Weekend Intervention Program since 2020.
