Substance Awareness Traffic Offenders Program

The the Safety Council mission is “to inform and educate drivers in Missouri for alcohol-and drug-related driving offenses as to the hazards and consequences of impaired driving, Promote a safe and responsible decision making regarding driving, motivate for personal change and growth, and contribute to public health.”

SATOP objective is to reduce the number of repeat DWI offenses by individuals who complete a state certified DWI program; and to provide individuals an opportunity to address alcohol and substance use.

The St. Joseph Safety and Health Council is a state-certified Offender Management Unit (OMU) which offers screening assessments (Driver Risk Inventory Screening).


SATOP Registration Process

What is SATOP

SATOP is for Individuals that have been referred or court ordered to their choice of Missouri SATOP Programs certified by the Missouri Department of Mental Health (DMH), Division of Behavioral Health (DBH).

The Substance Abuse Traffic Offender Program (SATOP) is designed to provide education and treatment for individuals who have been arrested for an alcohol or drug-related driving offense. SATOP helps participants understand the consequences of their actions and promotes responsible decision-making.

Registration Process

  1. Visit the Safety Council’s Website and navigate to the SATOP section.

  2. Click on the Assessment Registration button to start your assessment process.

  3. Choose In-person or Virtual.

  4. Choose your preferred assessment date and time.

  5. Receive a confirmation email with your appointment details and further instructions.

Payment Information

A payment of $375.00 is required at the time of assessment. Only cashiers check, money order or credit/debit cards are accepted. NO CASH OR CHECKS WILL BE ACCEPTED!

Assessments Consist Of:

  • Review of Department of Revenue Driving Record

  • Review of Blood Alcohol Content (BAC)

  • Administration of computerized screening assessment

  • Personal interview with a Qualified Substance Abuse Professional

  • The process is the same no matter which SATOP provider you engage. The assessment costs $375.00 (debit, credit or money order only) which takes about an hour to complete.

It can be done in person at 3131 Frederick Ave. Suite 220 - or over the internet.

IMPORTANT:  IF YOU HAVE BEEN ENGAGED IN TREATMENT AFTER YOUR DWI, PLEASE CALL US AT 816-233-3330 DEPENDING ON THE CIRCUMSTANCES YOUR TREATMENT MAY SATISFY SATOP REQUIREMENTS.

Weekend Intervention Program (WIP)

A 20-hour level of service designed for repeat or high-risk consumers using intensive education and counseling intervention methods over a weekend of structured activities. This program is conducted in a restrictive environment on the third weekend of the month.

There is a $20 fee if your are doing in virtually

Friday - 5:00pm to 8:15pm *Water cooler, coffee, snacks

Saturday - 9:00am to 6:00pm *Water cooler, coffee, snacks, and box lunch

Sunday - 9:00am to 6:00pm *Water cooler, coffee, snacks, and box lunch

The service level fee is $474.46, plus $6.70 for materials.

* Usually, the third weekend of the month at St. Joseph Safety and Health Council but is subject to change.

If you meet the eligibility criteria, you may qualify for a reduced program fee, fee of $256.70. To apply for the reduced program fee, please email a legible photograph of your documentation, including your total annual income and the number of dependents in your household, to lisa.doyle@stjoesafetycouncil.org .

Please note that if you do not submit all required documents, if you do not believe you will qualify for the fee reduction, or if you are not a resident of Missouri, you will be required to pay the full program fee. Additionally, there is a $20 fee for virtual attendance, which must be approved prior to registration.

If you register for a class and do not cancel at least three days in advance, a $40 rescheduling fee will be applied before you can register for another class.

Listed below are Required Documents you need to upload to your profile in advance of the class (The pictures must be legible!).

  • Proof of Income

  • PHOTO ID (Must be government issued i.e., Missouri ID Card, Military ID, Passport) 

  • PROOF OF RESIDENCY – A piece of mail addressed to you at your permanent address with a canceled postmark.  (Mail sent to you from the Safety Council is acceptable.)

Offender Education program (OEP)

There is a $20 fee if your are doing in virtually

A 10-hour education course designed for lower risk consumers in understanding the choices they made that led to their intoxication and arrest. This class is held on a the first weekend of the month. You must call to sign-up for class by the close of business the Wednesday before class takes place.  If you are taking the class over zoom – it must be paid at least 10 days in advance so that the class packet can be mailed to you.  You must be on the screen during entire class time to receive credit.

Friday - 4:45pm to 10:pm with a 15 minute break

Saturday - 8:00am to 1:30pm with a 15 minute break

The service level fee is $200.00.
